The Cassia County Board of
Commissioners met this day with Chairman Dennis Crane, Paul
Christensen and Clay D. Handy, Board Members; Larry Mickelsen, Clerk
of the Board, and Kerry D. McMurray, County Administrator, present.
Alfred E. Barrus, Prosecuting Attorney was excused from the meeting.
BURLEY HIGHWAY DISTRICT/USFS
The Board of Commissioners met with
the Board of the Burley Highway District and representatives of the
USFS to discuss the issues regarding the Howell Canyon Road. Galen
Smyer, Chairman of the Burley Highway District opened the meeting at
8:00am. Scott Nannenga of the USFS discussed the discussed the
difficulties the USFS encounters with keeping people from cutting
the locks and opening the gate to Lake Cleveland and Thompson Flats,
before the road is ready to be opened. Galen questioned liability if
someone was to get injured, even if they had cut the lock to get
beyond the gate. Robert Nay, Cassia County Sheriff’s Deputy, stated
that the Judges have said that if there is a sign posted stating the
road is closed from beginning to ending dates, those who go beyond
the gates can be cited and fined. Scott mentioned with the roads
only open with a single lane because of weather conditions, he is
concerned of vehicles meeting head-on and are unable to pass. Galen
mentioned that a major problem is the roads and surrounding terrain
being too wet and soft for vehicular traffic. Scott will draft an
agreement for the County Commissioners, Burley Highway District,
USFS and Cassia County Sheriff’s Department to review and he
volunteered to put a sign up that will give dates and places of
closure on the roads. The County will develop a resolution stating
the authority to close the roads as posted on the signage.
